The charity 

Anti-Slavery International campaign to end modern slavery across the world. They work with survivors of modern slavery so that their experiences and voices are reflected in their campaigns. By also working with partner organisations, businesses, and governments they hope to challenge and change the systems that enable human trafficking, child slavery, forced labour and other forms of modern slavery.   

The scope of the volunteer task  

The charity is creating an advocacy strategy in response to the Illegal Migration Act 2023, due to concerns about the impact on those affected. To help with this, PBE would like a volunteer to conduct a feasibility study to scope out whether there is a robust and credible methodology to estimate the economic impact of the Illegal Migration Act 2023 (including detention, use of temporary accommodation, removing the right to work, and cost of enforcement). In particular, they would like to compare the costs and benefits arising from what is covered in this Act to their own suggested community-based approach, which would prioritise safeguarding.  

The scope of this project does not include the delivery of the economic analysis. At this stage, our single focus is determining the feasibility of conducting a credible economic impact analysis.  

Deliverables and timings  

  • A short slide pack that details whether a credible economic analysis is feasible or not (PBE will provide a template)  

  • A complete evidence log summarising the evidence reviewed. 

  • A short presentation of the findings to PBE. There might also be an opportunity to present the findings to Anti-Slavery International team. 

The proposed timescales are as follows:  

  • PBE and Volunteer kick off meeting by 17th May. 

  • Evidence review and initial findings shared with PBE by 12th Jul.  

  • Outputs finalised and shared with PBE by 9th Aug. 

Volunteer experience required 

  • Scoping of data and approaches to see if there is a credible methodology. Seeking out, reading, and analysing information from a variety of sources.  

  • Consideration of scenario modelling, given that the details of the policy recommendations may need to be flexible. 

  • Communication and presentation. Summarising findings in a clear and concise manner. 

  • Maintaining a record of sources consulted. 

Volunteer time commitment 

Due to the uncertain nature of scoping tasks the actual length of the scoping task may vary, but we think this assessment is a fair estimate. We expect this project to be 3-7 days of volunteer time.
